SMILE CAA is also a (CHDO) Community Housing Development Organization, and our primary purpose is to develop affordable housing for the community we serve.

Here are the key functions and responsibilities of a (CHDO)

 

  1. Affordable Housing Development:
    • CHDOs focus on creating housing options that are within reach for low-income individuals and families.
    • CHODS develop and manage housing projects, including both rental properties and homes for purchase.
  2. Eligibility and Requirements:
    • To qualify as a CHDO, an organization must meet specific criteria related to its legal status, organizational structure, capacity, and experience.
    • These requirements ensure that CHDOs have the expertise and commitment to address affordable housing needs effectively.
  3. HOME Investment Partnerships Program (HOME) Funds:
    • At least 15 percent of HOME funds must be set aside for CHDOs.
    • CHDOs can use these funds for various eligible activities, including:
      • Acquisition and rehabilitation of rental housing.
      • New construction of rental housing.
      • Acquisition and rehabilitation of properties for homebuyers.
      • New construction of properties for homebuyers.
      • Direct financial assistance to purchasers of HOME-assisted housing developed by the CHDO.
  4. Capacity Building and Operating Expenses:
    • CHDOs can use HOME funds for their operating expenses and capacity building.
    • This includes costs related to organizational development, staff training, and administrative functions.
  5. Project-Specific Assistance:
    • To count toward the 15 percent set-aside, a CHDO must be directly involved in eligible housing projects.
    • CHDOs can act as owners, developers, or sponsors of these projects.
